Scheme Overview
This annual scheme offers a non-repayable grant. The amount depends on the sales agent's performance in selling European films within a qualifying period. The scheme is designed in two stages:
Generation
Grants awarded are based on the sales agent's activity in international film sales over a period of four previous years.
The amount of potential fund available will be calculated on the following basis :
Step 1.
The sales agent needs to prove that:
they were between 01/01/2006 and 31/12/2009 the appointed sales agent of at least eight recent (first copyright established in or after 2006) European films (of which at least one non-national film), for which the agreement with the producer provided the right to sell the film in at least ten countries participating in the MEDIA Programme;
and that, during the same period, for least four of these films in at least three countries participating in the MEDIA Programme, outside the country of origin of the films, there was a theatrical release (as evidenced by distributor declarations to the MEDIA Programme Automatic Scheme).
If this first step is successfully completed, the sales agent will be entitled to a potential support of €20,000.
Step 2.
If the sales agent has successfully completed the conditions set out for the first step, an additional potential fund may be available, which will be calculated according to the following principle:
In addition to the released films declared to achieve Step 1, the sales agent will generate an additional potential fund of €1,500 for each extra film declared in at least three countries participating in the MEDIA Programme, outside the country of origin of the films (as evidenced by distribution declarations to the Automatic Scheme)
Reinvestment
The funds generated in the generation stage can then be reinvested in minimum sales guarantees, as well as promotion and marketing costs of new non-national European films.
The generation deadline (30 April 2010) marks the beginning of the reinvestment stage, which lasts until 30 September 2011. Within that period, sales agents can claim the generated money to pay for minimum sales guarantees and promotion and marketing costs. For each title, a reinvestment form needs to be filled to claim up to 50% of the costs. Claiming the money should be linked to the deals made. There are six months from the time the contract with the producer is signed to claim the money from the MEDIA Programme. The costs are eligible for 16 months from the signature of this contract.
